Nature steps in where man hesitates. Either resistant Ohia will repopulate, or the Albizia or other trees will take it's place. And that's ok, since nothing on this earth is eternal, and all species evolve, compete, merge, or die out. It's the natural order of things.
Or, to look at it another way, perhaps Pele has finally released Ohia and Lehua from their curse. Who are we to second guess her?

winds can carry these fungi spores for miles
Thread starts with "Could be vog? Geothermal? drought? Could it be from the fumigation and pesticides", apparently none of these were involved?
ROD has spread vigorously or faster around "ELECTRIC POWER LINE" roads
Because clearing the right-of-way allows for more wind?

Not only wind, but the right of way allows access to humans who can carry the spores on their shoes and clothes.

Yes: once the watershed is gone, no more water.
More studies of ROD will make no difference. Planting new trees is what needs to happen.

What should or could be done with the millions of dead or dying Ohia
Gyspy, have you considered running for County Council? They spend lots of time pontificating on "what should we do", I'm sure you would fit right in.
