Yep, and use the left over 4 million to pave the 4 lane to ainaloa.
Wishful thinking --- If only the residents had a REAL say in what "REALLY" needs to be done. But, unfortunately, the 4 lane road will only buy maybe 5 years down the road till, more people build and plug it up again, requiring yet another lane. You know, the whole move the poles back another 200' and buy up more property game. I think the real bottleneck will be 11. It ought to be really interesting to see what happens, but maybe with no TMT, it will slow down the progress?

Those residents (which is to say, "we") are citizens and taxpayers; in theory, the government belongs to us, and is there to serve our needs. Unfortunately, we're too busy playing "my subdivision can beat up your subdivision". More roads is only one solution. There are others, many of which require no expensive infrastructure, but aren't allowed by zoning/permitting issues, or inept management which can only measure job performance by physical presence (which can only happen between 8 and 5, Monday through Friday).

Residents of Volcano will simply arrange their own local commercial district -- screw the rest of Puna makai.

"Coming out of Pohaku, just past the merge, to turn Hilo bound is lethal," IT IS!!!! Please try the advice H.O.P.E. has posted and see if it works for you. "When stopped at the Pohaku / Shower and Hwy 130 intersection waiting to turn on to Hwy 130 in the Keaau direction, don't turn left, turn right. A few hundred feet down the highway turn left at Poni Moi, the first left turn off the highway. Drive 50-100 feet to the "T" intersection, turn around back towards the highway. At the stop sign on Highway 130 turn right. You're now headed toward Keaau, in half the time, with half the tension of crossing two lanes of traffic in one maneuver." We were broadsided by a kind, intelligent woman attempting to cross 2 lanes of traffic on 130. Not a pleasant experience at all. The impact thrust our car into the opposite direction lanes. Luckily for us, there were no cars in the oncoming lanes of traffic. Right turns whenever, is my default position. It does sometimes confuse my passengers, but it usually ends up taking less time when there is no assistance of a traffic lite to turn in the direction I prefer . And yes, the stress level is very much alleviated !

If going to Pahoa from HPP, it's so much easier to go over to Makuu. It's a much safer left turn and there is a lot less traffic.
A light at shower will make the rush hour commute even worse. The shoulder merge will be more of a problem than it is now. IF a light is needed, it should be at Kaloli or Paradise.

There are a fair number of cars in Puna showing almost no acceleration capability when pulling out from a stop sign. Engine? Driver? I don't know, but somehow I manage to get behind 6 or 7 of them every time I drive into Hilo.
