"Rooster Problem in HPP...... Meeting with Mayor, Friday, June 16th at 9:00 AM at the County Building in Hilo. (Ask receptionist for room number.) We're hoping to have some restrictions on the number of roosters allowed in the Ag Zone and/ or dealing with noise pollution, health issues and animal cruelty."

I doubt the mayor will get involved since ag zoning allows roosters. Let us know how it turns out!

If HPP wants "residential norms", fine, HPP should establish CC&Rs and/or request that the subdivision be upzoned to FA or RA.

Section 25-5-60. Purpose and applicability.
The FA district is intended to be in areas designated as being within the State land use agricultural district...
County can make this zoning change without involving State.
Section 25-5-62. Permitted uses.
(a) The following uses shall be permitted in FA districts:
(14) Livestock, grazing; provided that any feed or water area, salt lick, corral, run, barn, shed, stable, house, hutch, or other enclosure for the keeping of any permitted animals shall be located at least seventy-five feet from any lot line.
HPP lots are only 135' wide, which means there is no permissible place to keep livestock (assuming County bothers to enforce).

For example to all get along. 1/3 to 1 1/2 Acre, 3 dogs, three cats, nine other assorted critters, one rooster. 1 1/2 acre to 3 acre 3 dogs, 3 cats, 19 other assorted critters, 2 rooster. Any more rooster require special permit from County annually under "exotic specialty".
Just me babbling, but the "suburbs are approaching".

If this rule ever IS enforced, a lot of us will have a problem.
Rule is specific to FA zoning; my point is that there's no need to "restrict" A zoning, when there's a perfectly good "ag-lite" zoning.
These "problems" are all caused by the "faux residential" subdivisions; it would be nice if County cleaned up the mess.
