Those interested in pursuing this topic might want to think about the allied question of what to do with all the feral chickens. In some parts of Hilo there are huge numbers.

On Oahu, when people started killing the roosters near their homes (which I support), the Humane Society got all agitated and kept trying to get the police to arrest the offenders. The issue was never resolved. Police and prosecutors were ambivalent, other than regarding the obvious prohibition about using guns or bows to kill these pests.

Seems East Hawaii ought to address this also. You can set rules regarding the number of chickens that can be kept on lots, but if their feral population is expanding everywhere......

I have feral chickens in my yard.
I have feral cats in my yard.
I have potentially feral humans climbing my coconut trees on occasion when I'm not looking.

From where I am, the solution is far bigger and more time consuming than the problem. I'll focus on the rats and slugs for now.

If you talk to a politically honest policeman, he/she will tell you that the union imposed work rules and the administratively imposed (with the collusion of the unions) procedures result in very inefficient personnel usage. Two different cops have told me that they literally get in each other's way at serious accident investigation sites and send multiple officers on calls that don't really require it.

His solution to everything is to raise taxes and have the money disappear into the bureaucracy. I'm sure this will be no different. Remember, "there is no other choice".
