Not true. Work recently bought me (cause I wouldn't have) an iPhone 7 thru Verizon. It has hotspot enabled and is only $45 a month.

My experience has been the opposite. Can only activate hotspot if you get your phone/plan from the carrier. It's the only reason why we have a phone/plan through Verizon.
