HR Director Resigns...

Not surprising, but this little snippet was:

"Toriano will be on paid sick leave in her $99,000 annual position until her resignation becomes effective Dec. 31."

How does one get paid sick leave just because they resign? Are you not supposed to be actually sick? Only in government does this happen.

We're already having meetings about Kim's successor; I'm looking to get a cabinet post as training for my mayoral run -- it will be a few years yet, I have to retire from the day job first.

Paid leave is an vested benefit to which you are entitled no matter how your term of employment ends.

That said: I've never worked anywhere that didn't put a cap on the accrued leave, usually 120 hours, sometimes 80, because the big payout is a liability for the employer.

An employee usually gets paid for accrued vacation when they quit not sick pay. I believe she is getting sick leave pay because she is not technically resigned. Still employed until her resignation in December. Sounds to me like she may have been forced to resign.

Got a laugh out of this at the end of the article:
"“My goal is to resolve this as best we can without creating an atmosphere of a circus,” Kim said."

Way behind the curve on that one Harry - been a circus since the first time you were elected...

Toriano probably accrued a bunch of sick leave. Enough to last until Dec. 31! In this case, I'm sure she is invoking the "stress leave" clause. Very popular among local government union protected workers who run into problems at the job. Toriano, although largely culpable as HR director, will be made the fall guy for practices much larger than her office. A lot of these shady practices in the county are systematic and widespread. Based on old allegiances and high school buddydoms. A Hilo High, Waiakea and St. Joe club that has populated the ranks of county govt for years! I am so glad the audit ripped them a new booty hole. So many problems in county govt. Think we will see changes? Maybe. Don't hold your breath.
