The NY Times story is good. A notable quote:

Lime has now suspended their new service.
What a shame. It was a neat (and cheap) alternative to using taxis or The Bus. It could have really done some good for tourism, too.

I was in Waikiki yesterday. Saw a few of them around. I guess you need an app to get it started. There is a scan code on them. I even say one in a neighborhood 4 miles away just sitting there.

you need an app to get it started
You use the app to send them a picture of your driver's license when you "register" for the service, which (putting on tinfoil hat) makes it obvious that they're not making money on the "service" itself.
