I've always repaired them myself. What's wrong with it? Maybe we can walk you through a DIY fix.

I just used Device Repair Shop in Hilo. 176 Mamo St. unit C. 969-1166. Located in the little covered mall on Mamo St. I’m very happy with the service.

It's my wife's. I think it needs to have everything wiped off and do a Windows (or?) reinstall. It won't let me reinstall Windows, or set everything back to an earlier time (system restore?). I think she has too much junk on it. It'll say that we need to install the latest Windows 10, then gets started and it always fails due to not enough memory I guess. I replaced a broken screen recently, and that went well (after they sent me two missmarked screens that would not work). Worked okay after that, but now it is goofy. It's an HP laptop.

Windows update will try to force you to install Windows 10, that in itself is not a symptom that anything is "broken", it's just MS's attempt to get you to install it.
Other than that, what problems does the machine have? If it works fine on it's current Windows install, then you don't necessarily have a problem.
I doubt insufficient memory is a problem for what you are describing, insufficient hard drive space is more likely (especially with a laptop that tend to have smaller hard drives).
If you need to free up hard drive space, go to recycle bin and empty it. If that is not enough then get a trusted free utility like Glary Utilities and run a full system scan including deleting unneeded/junk/broken files. Glary will also fix problems with the windows registry and hard drive errors that can cause the problems you are describing.

If you want to try a system restore again - make sure you have your screen saver turned off and also shut down your antivirus program right before you try system restore. Sometimes these things will make the restore fail.

Just format the hard drive, that should free up enough space!

If you don't need native MS applications, consider a Chromebook.
