How is the Association able to collect hundreds of dollars when someone leaves?

Some subdivisions charge a "transfer fee" when a lot changes ownership; if there is no corresponding CC&R language, the fee cannot be mandated, but you have to catch it and tell them no.

We paid a transfer fee when we purchased in HPP........never looked to see if was legal or not!

They are off in their new lives......don't think any of them want to re-visit HPP Board hell.
And I don't blame them Smile

I think if current residents were as upset as my friends that chose to find something better, they too could leave or participate themselves in being part of a solution.

How many lots here? close to 10,000 I think...... noise from my 12 friends who have moved away ( 6homes) would not matter at all.
It would take at least 5 Board members capable &willing to follow the bylaws, State laws, Fed. laws to turn this around. Far from impossible.....
but,
We haven't had that in the entire time I've lived here. Maybe 2 capable members now.....we can't even get 5 out of 4,000 plus households willing to be part of the solution, and they have the vested interest not my friends .

FYI, the Buyer pays the transfer fee; the Seller must still pay the HPP Road Maintenance Fee.

I've been back here in HPP land for a few weeks and my head is swimming. OMG!!!! Just when we thought the tide may finally be shifting it has turned into a hurricane. So the GM tells the president that if he doesn't agree with something the board is doing he will stop it. Do they not realize he is just an employee? All we know about him is he was supposedly some type of contractor. Could have been a lawn maintenance contractor for all we know because he certainly is not a roads man. If I was a road contractor and where I was employed my roads were deplorable I'd be ashamed; but then I am a sane person. I stopped by the office one day and they were all so busy chatting(non work related) they left me standing there until they were done. so much for any kind of customer service. One of the board members was waving personal emails she copied and using them as blackmail at a meeting. The Treasurer uses her time at the meeting to lecture the crowd and she doesn't even know that she is saying really wrong things but then...her motto is "let's move forward" yet all she has done is make everything go backward. Doesn't seem to care if things are being done wrong she just wants to pile more wrong on top of 3 years of wrong. That will help us all eh? Seems the GM says "no" a whole lot and the board just lets him. He has everything locked down and they all feign ignorance. No one knows anything. Our road fees are about to go up again because the GM needs more equipment and staff. Let's see here. Our roads were better with less crew and equipment but spending more $ on equipment that he chooses that breaks down all the time so they can't do the job they used to do without it is how things work in his lala land. We are his money machine. His bottomless pit that he disrespects but uses. No forensic analysis even though we've voted for it, no bylaw ballots sent out. He has 2 votes of no confidence yet he keeps getting paid. Wow.... how do I get on that gravy train. I also heard that many road blocks have been put up for some committees. They few are intent on having 100% control, no transparency while destroying the place. If it hasn't hit you like a ton of bricks there is something seriously wrong going on then you to may join him in lala land. And maybe you have far deeper pockets to supplying the ever increasing fee is no big deal to you. Maybe you don't value your hard earned $ or whoever you inherited it from and throwing money away is AOK.What's it going to take to get more people unified to get some change here. Is everyone so self involved and self important they can't fight the fight to the end/ Oh yea, we live in a 15 minutes of fame life. I guess if it takes longer than that we can't do it but can gripe about it to anyone who will listen endlessly.OUCH!
