Saw two people (boys? men?, women??) walking on the shoulder of 130 wearing hoodies. Who wears hoodies when it’s 87 degrees and sunny?

I saw a 20ish man wearing black hoodie and black pants walking along 130 just past Paradise today, it was around noon and hot as hell.

I saw that guy walking on the road near Pahoa yesterday. He was all in black with not only a black hoodie and black pants, but a black cap and black scarf over his face. Could not see his face at all, weird.

Heard a story this relates to prison inmates not being able to wear belts, either because they can be used a weapons for to commit suicide. The civilians wearing droopy pants are supposedly either former inmates trying show show their prison cred or people who are trying to demonstrate alliance/kinship to their homies in the pen.

If you're a hood, or related to hoods, you wear a hood so others don't know which hood you are. The fact that you couldn't even identify if they were boys/men/women demonstrates the utility.
