The post was more in response to an earlier one about the guard towers being buried (erroneous), no water and no surf. The ripped and rolled access is the less expensive and temporary plan to precede eventual paving.
The Fire Department has worked out a contingency for their part, but the other county agencies are floundering.

Sounds good. Might take a while to drive such a road, but that will be the deal, if you want to go to Pohoiki. Several decades ago I remember seeing some local guys create a 4-wheel drive from the Lighthouse area on the road down from 4 corners to the north side of Kapoho Bay. They did it themselves with cinders and small lava rocks. Took several months. Creating a road over lava is not that hard. All sorts of homeowners do it when they create driveways into their lots. I bet the state and county are going to want both an Environmental Assessment and an Environmental Impact Statement (same what they want to tear down Uncle Billys). Work on the cinder road to Pohoiki will begin after 2 years of environmental studies.

It's also not allowed by County Code, which requires 40-foot paved surface on a 60-foot easement.

I think a rough road would be kinda cool for a couple of years.A lot better than Hiking. There needs to be access to the area sooner than later. Its a huge area. Not just a small kipuka.
One Thing I can always be sure of is that things will never go as expected.
