I don't use much water at all, so I'm not concerned about flooding my lot ... collecting the gray water and spreading it on the land shouldn't be an issue for me. Off grid.

You still are required to have septic in conjunction with your greywater system. Also, Hawaii considers the kitchen sink (anything handling food) to be black water.

Many homes near the ocean in HPP have wells, so your chance of vigilant neighbors is higher than other subdivisions that rely on catchment for drinking water.

The county uses satellite to identify structures, been doing it for a while.

Aerial photos + analysis with Pictometry, which can determine both square footage and height.

I've long wondered: once they assess a value on an unpermitted structure, and accept your payment, how is it still "illegal"?

It sounds like you have a fairly specific vision and plans for what you want. Good for you on that. However, HPP may not have been the best choice for following your vision.

You said your tiny house will be situated at the back of your lot. That will put it close to the back boundary of someone else's lot, and as has been stated earlier on this thread, the lots in HPP are not that big. While your lot currently may not have next door neighbors, know that HPP is getting closer and closer to being 'suburbia' rather than 'country'. The chances of you being able to get by with no septic system are very small, and shrinking rapidly with all the new construction being permitted and started almost daily. Nothing will bring down the Board of Health, and consequently the Building Inspectors, after you faster and harder than not having your sewage and waste water dealt with properly.

Once you get here, you might want to spend a bit of time looking at larger lots in some of the 'looser' subdivisions before starting your projects.
