It generally falls under Parks and Recreation -- an important function in any community. And invariably planned out relative to the size of the population. A community with few people needs few parks.
A fair sized population as we have in East Hawaii--Hilo and Puna total about 80,000 people--needs quite a few parks. And the natural environment is relevant: Oahu is ringed by beaches.
East Hawaii Island's coastal recreation opportunities are dismal--excluding shoreline fishing. The County has long been averse to making improvements, such as new

Such a creating adult swimming at Onekahakaha Park in Hilo. So instead of having 2 primary swim sites in Hilo, Richardsons and 4 miles, we would have three. So now all sorts of people are trying to access Pohoiki. No surprise there.
Bring in porta potties by helicopter. 2 or 3. Drop them in the parking lot. It can be done on one day. Monitor their use, figure out hold long they last, and in X number of days take them out and bring in 3 more.
It's not brain surgery, but as usual something like this requires months of debate by bureaucrats and environmentalists and other obstructionists. Stupid.
