Of course it is all speculative, but on the same day she is in Honolulu doing her "formal" announcement NBC is reporting..

The Russian propaganda machine that tried to influence the 2016 U.S. election is now promoting the presidential aspirations of a controversial Hawaii Democrat who earlier this month declared her intention to run for president in 2020.
An NBC News analysis of the main English-language news sites employed by Russia in its 2016 election meddling shows Rep. Tulsi Gabbard of Hawaii, who is set to make her formal announcement Saturday, has become a favorite of the sites Moscow used when it interfered in 2016.
Several experts who track websites and social media linked to the Kremlin have also seen what they believe may be the first stirrings of an upcoming Russian campaign of support for Gabbard.
Since Gabbard announced her intention to run on Jan. 11, there have been at least 20 Gabbard stories on three major Moscow-based English-language websites affiliated with or supportive of the Russian government: RT, the Russian-owned TV outlet; Sputnik News, a radio outlet; and Russia Insider, a blog that experts say closely follows the Kremlin line. The CIA has called RT and Sputnik part of "Russia's state-run propaganda machine."....

The main reason a majority of Russian political organizations and politically affiliated news organizations have shown support for Tulsi is because she favors withdrawing American influence from Syria. Leaving Russia as the only major power there.
She held her campaign kickoff at Hilton Hawaiian I believe, in Honolulu, not even in her own district. We have plenty of large resorts in Kona, Maui has large venues as does Kauai. Looks like the people she represents will be in her rear view mirror for the next two years.

In the interest of additional information as to who, where, what Tulsi represents in her present role of US Representative from Hawaii for Hawaii's 2nd congressional district ...
Hawaii's 2nd congressional district is a congressional district in the U.S. state of Hawaii. The district encompasses all rural and most suburban areas of Oahu/Honolulu County, as well as the entire state outside of Oahu.

That also includes since her campaign announcement, Moscow. Apparently.

Gabbard shared the Intercept’s article Sunday, saying NBC “used journalistic fraud” to discredit her campaign in order to “to smear any adversary of the establishment wing of the Democratic Party – whether on the left or the right – as a stooge or asset of the Kremlin.”

@ggreenwald exposes that @NBC used journalistic fraud to discredit our campaign. But more important is their motive: “to smear any adversary of the establishment wing of the Democratic Party – whether on the left or the right – as a stooge or asset of the Kremlin.”

One way to check how reputable a news site might be is to find out how many reporters they have on staff.
Can NBC call a bureau chief in Moscow to fact check a story?
Can Zerohedge, RT, or The Intercept?
Then, if RT has reporters, what is their background?

I think it would be very funny if that were the case, but, I don't think I posted anything about "reputable" being used by rt or nbc...rt used an american generated source...link -

What NBC — amazingly — concealed is a fact that reveals its article to be a journalistic fraud: That same firm, New Knowledge, was caught just six weeks ago engaging in a massive scam to create fictitious Russian troll accounts on Facebook and Twitter in order to claim that the Kremlin was working to defeat Democratic Senate nominee Doug Jones in Alabama.
The New York Times, when exposing the scam, quoted a New Knowledge report that boasted of its fabrications: “We orchestrated an elaborate ‘false flag’ operation that planted the idea that the [Roy] Moore campaign was amplified on social media by a Russian botnet.'”
