We have recently moved to HPP. Our neighbor has 4 dogs chained to tiny dog houses in front of their house. Two months ago, our neighbor acquired two more dogs which they keep in a cage at the back of the house. One of them barks all day and into the night. The Humane Society says there is nothin illegal about their treatment of the dogs.
At the very least I would like them to move the barking dog so that we can get some relief. Their front gate is always locked, so I can't knock on their front door and talk to them. Any suggestions would be appreciated.
take it elsewhere... interpret how u want

Leave a "please call me" note at their gate. Polite requests are often addressed.
Assume the best and ask questions.

By county ordinance, dog owners can be cited by the cops if their dogs bark continuously for 20 minutes or more. Good luck getting it enforced, though, as the police are usually too busy to respond. Are there other neighbors within earshot? If so, try to get them to complain all at the same time. The Humane Society was correct about tethering dogs being legal here, but they should have told you about the noise ordinance.

Unfortunately your prospects for relief are not good. People who complain about barking dogs or crowing roosters (as I have had) are viewed as annoying malcontents who don't understand longstanding East Hawaii Island culture.
You might even get that Why don't you move back to..... statement directed at you.

If your be'in a smartass with this remark, you missed the mark...until you have tried to endure a barking dog (10/7) next door, you have No idea. i more person to enforce this law 10% of their time would money well spent

My comment is also valid when taken at face value. Just like Kim's pledge to hire more HPD for Puna.

Didn't the county just recently pass an ordinance that says you have to contact the neighbor and try to work things out BEFORE calling the police?

Both the police and Humane Society quite available and helpful for me with this problem a couple years ago.
