Some states have specific laws that require a person to provide their name and other information to a police officer (address, a description of what you are doing in that location). I don't know if there is such a law in Hawaii. Otherwise the powers of police in this matter were largely settled by a 1968 Supreme court case:

I suspect there's more to be concerned with than getting rid of the anti-vaxxers kander, unless you are one. After all, it's been proven they are a danger to us all.

Naw, proof of vaccinations a lot better than all of us being incarcerated in our homes. But yeah, not as fun as the good ol' frontier days. Though I suspect we all can appreciate the lower mortality rates..

What I think is of more concern is the just held primary in Wisconsin and what it portents for the fate of democracy. Try reading..

If the roving bands of hungry, drug addled criminals increase their activities, thieving our flat screens, jewelry, and hokuiliā€™s prescription meds (as was discussed here a few weeks ago), what role do you see the police playing in that scenario?

Do you have an alternative for figuring out who is safest to let loose in public the soonest? Seriously, I hope everyone is open to thinking of best options going forward instead of just shouting "muh freedom tho" about such measures.

Some of the confusion appears to arise from talking about what Hawai'i is doing versus what Hawai'i is doing (we may be the namesake island but clearly not the poster child for this event).

I cant believe some of you are calling for roadblocks and the police to being able to stop you for nothing.Why do you all want to give up your civils right. I know this is a bad time but the government is running all over civil rights.
