All the Puna subdivisions (except for parts of Nanavale and Tangerine Acres and a bit of Pahoa-town) are zoned Agriculture.
Many of these Agricultural lots are taxed at the higher Residential rate so that County can claim they "didn't raise property taxes".
Some subdivisions have "residential-style" CC&Rs; some associations even make sure the CC&Rs are enforced.

Kalakoa - it seems we're both half right. It's zoned 5A - Residential Agricultural.

The only RA in lower Puna is part of Tangerine Acres, and it's RA-0.5.
A pointless argument, to be sure, but "faux residential" is a pet peeve, especially as it's used to keep Puna "barefoot and pregnant".

kalakoa - I bow to your expertise in such matters. I've been looking to buy down there, and have spoken to 3 different sellers' real estate agents, which where I got the info.

Real estate agents have been known to engage in wishful thinking.
County can only zone within State-defined land-use boundaries. Most of Puna is Ag per State, so County can only set lot size.
RA and FA aren't "Ag", they're "Rural" or "Urban".

I am currently on the mainland but considering moving to Puna after we fell in love with it on a trip last year. Some of the properties we are looking at are entirely fenced so presumably feral pigs and chickens wouldn't wander in, but I wonder if it would be possible to put a trap just outside the fence by the road or entryway, if this is still entirely on the property, chaining it down to a post so it was hard to steal. Has anyone done something similar to trap feral pigs or chickens, and if so, how often would you say you nab either one, for any given trap (per week, per month, etc.)?

I currently have a trap in my backyard for a couple of pigs that have been wandering around. Maybe I got one last night. I hope. Anyway, a fence won't really keep feral chickens out. They can fly...
