Illegally operated "salvage yard" with suspected dozens and dozens of stolen vehicles. These were not "abandoned vehicles". My guess is that the police want to call them abandoned because saying that they came across a couple hundred stolen vehicles would make them look even more stupid.

There's an "illegal" salvage yard at the top of Ainaloa, and at least one in Hawaiian Acres.
Guess what? Zero enforcement despite being fully "in the public view".
I guess nobody complained, or the rules don't apply "to everyone".

Just think what this island would look like should the state start charging st the dump. I bet the tire situation has worsened since they started charging to dispose of tires.

A few weeks ago I got scolded at the Pahoa transfer station because the rubbish in my truck was higher than the sides of the pickup bed, though not by much. I had to promise not to make another dump run that day because the limit was 1 flat pickup load per day. I explained to the guy that I go there like every 5 weeks and the reason it was so high this time was because I was getting rid of stuff that somebody had dumped in my driveway. I shouldn't have said anything because all of my splaining gave him time to look at the rubbish and he spotted some rusted metal I was planning to get rid of and he started explaining that the scrap metal bin was closed. Sigh. I pointed out it was all rust and no metal and he let me off with a warning.

Yeah, I got scolded once too. I was told that the green waste shouldn't be longer than 5'. He let me go though.
As I went to drive away, I noticed the sign that said "except palm fronds", which is what I was disposing of...
That's why I would rather go to Keaau, except their green waste isn't open.

I don't blame the Garbage Police for doing their job, in fact I'm kind of surprised that they do. I just don't understand the thought process of the bureaucrats that direct them. I'm going to be disposing of the same amount of rubbish in a year whether I squeeze it into 3 gigantic heaped pickup loads, or 8 loads that are only as high as the sides. The only difference is 5 extra gas guzzling trips to the transfer station.
I guess with the more frequent trips, there will be less chance that the rotting eggs in the truck bed have reached critical mass and will explode during unloading. But on the other hand, statistically it increases the chance that a person would have to endure such a stench because more trips equal greater odds of being one of the unlucky ones unloading near me. But like I keep reminding myself, the only ones who win in the Puna Casino is the house that sets the rules.

Vehicle Disposal Assistance Program-Private Property
The Vehicle Disposal Assistance Program-Private Property (VDAP-PP) assists property owners in Hawai‘i County with the disposal fee of up to two derelict vehicles that have been left on their private property without their permission.
A maximum of two derelict vehicles per property, per calendar year, may be disposed of at no charge. The County will pay the disposal fee directly to the County’s vehicle disposal contractor. However, the property owner is responsible for having the vehicle transported from its current location to the County’s contracted vehicle disposal facility. The property owner is also responsible for all costs associated in getting the vehicle transported from its current location to the County’s contracted vehicle disposal facility.
Please review the requirements and instructions carefully. If any of these requirements are not met, your application will be denied.
