Can anyone locate the original report that this headline ie based on?

And post a link to it here?

Rob,
Here's another article about the report:
https://www.hawaiibusiness.com/hawaii-bu...rl-bonham/

Here's the original study, which even includes the word burden in it's title.  Hawaii County comparison is on page 4:
Measuring the Burden of Housing Regulation in Hawaii

Mahalo for the links.

This report is only based on the effect of over regulation.  It does not take into account the effect of incompetence, nepotism and corruption.

In this instance, I welcome the gross incompetence of what passes for government around here.

Apologies to those whose livelihood depends on home construction but I applaud any efforts intentional or otherwise that slow housing development.

This report … does not take into account the effect of incompetence, nepotism and corruption.

Even without an additional report, I suspect Big Island would pull off first place in those categories too.

From the HTH article:

Commissioner Matthias Kusch was sympathetic to criticisms of Public Works, but he said the public seems to prefer strict regulation.

The only problem I have with all of this is transparency. If slowing construction is an actual policy, then make a clear statement to that effect, so that everyone knows the game plan. What we have instead are broad general rules that make it sound as if anyone can build a house or start a business, when we all know that's not exactly true. Nowhere in the code does it explain that it can take 2-3 years to turn a restaurant into a different restaurant, or that it can take 1-2 years to issue permits for residential construction.

Meanwhile, population growth has exceeded the capacity of our roads, grocery stores, government offices. We can't run the county on vegetable gardens and aloha.

Took me about a month to get my building permit in early 2019.

Transparency for regulations at the Hawaii County building department is loosely based on a page from The Hitchhikers Guide To The Galaxy:

“But the plans were on display…”
“On display? I eventually had to go down to the cellar to find them.”
“That’s the display department.”
“With a flashlight.”
“Ah, well, the lights had probably gone.”
“So had the stairs.”
“But look, you found the notice, didn’t you?”
“Yes,” said Arthur, “yes I did. It was on display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying ‘Beware of the Leopard.”

You must be the "right people", unlike, say, Sal Luquin.

I think the building department gave Sal a bad time because they had already signed off on their permits but got caught by the Liquor Commission.
