I have something to post that won't make any sense unless a photograph is attached.  The maximum size for an attached file is 500 kilobytes and my fairly low-resolution camera creates a 2.75 MB file.  I tried scanning a photograph and attaching that, but it came out to 850 KB.  Is there any way for a cretin to attach a photograph to a diatribe?

I use it all the time when I want to res down images to send via email. Just drag and drop image(s), click on "File Size", then drag the slider till it gets under 500kB. After that, download the image, or if it was more than one, the zip file.

Or take a screen shot of the photo which will be a much smaller file than the original (.jpg?)

I've never tried to post an image on this site. I'm not sure I've ever even seen one posted here. But for resizing in windows I've been using a little freeware program called Irfanview. It pretty easy and will even do batch conversions if you want:

Well I couldn't upload an image to PW but I could link an image uploaded to the web at ImgBB. So if you have space at an image hosting service, like ImgBB, you can link it after uploading it there:

The free alternative most use to photoshop is called the GIMP (GNU Image Manipulator Program).

Its the closest free app to photoshop. 

If you don't want to download & install anything, search for "paint" in the windows search box and it will bring up the basic windows image editor.

Camera files are big due to having a high resolution. The file will be 2000 pixels by 2000 pixels or bigger.

To make it smaller, resize to a resolution closer to 800 x 800 and save in a compression format like .jpg or .png.

IMO ImageMagick on the commandline is more straightforward:

convert -resize X input.jpg output.jpg

Where X is either a specific output resolution (eg, "640x480") or a relative scale ("50%"). No cloud required!

Input and output filetypes are automagically determined by fingerprint and extension, so conversions like gif-to-jpeg "just work". Current versions even support the newfangled "webp" format that's being used by some websites. There's about a zillion other options, so spend some quality time with the documentation.

Thanks for all of the advice.  I got the JPG file of a photograph down to 97 KB and had it listed in the "New Attachment" box at the end of the submittal page, but when I clicked "Post Thread" the text appeared without a picture and had to be deleted.  Is adding an attachment too complicated for a simpleton?

I think the moderator has that feature turned off. As previously mentioned, you'll need to upload the image to an image hosting site and then kink to the image.
