Its probably being built in case BJ stages an uprising.
Before BJ ran for Governor there was no need for it.
Tulsi Gabbard might also factor in.
It's already built. It's been there for decades and has nothing to do with Penn or Gabbard. What nonsense is this?

I’m sure somewhere on social media there’s a thread of outraged comments because the army isn’t using conch shells:
Today from Hawaii EMA:
At 2:30 pm HST today, US Army personnel will conduct a test of the military warning systems on O‘ahu and Hawai‘i island using bugle calls. These sounds may be audible in areas adjacent to the speakers but outside military control. There is no emergency.

Are there any advantages to keeping the training area at 1$ per year?
---------
It is already there and what else would one do with the area when it is under threat of Mauna Loa erupting again, which is long overdue.

It sounds silly and I appreciate the pun, but when you think about it, the idea of using something that doesn't rely on electronics to alert the armed forces in Hawaii of an attack on the islands is quite sensible. A bugle call would certainly be quicker than someone running around the barracks trying to wake everyone up.

Can we at least charge a proper lease amount?
$1 just seems silly.

I don't think playing Taps or the Last Post is how the military alerts soldiers to an attack.
