Is it more complicated than "these crappy houses they build aren't selling at the inflated prices they're listing them for, so they're trying to unload the land before pouring more into it"?

LOL that is probably it in a nutshell. It's not just HPP though. The downturn is nationwide. Hawaii and Florida are just at the tip of the spear.
Here is a Wall Street Journal article that is available to everyone.

Good, maybe this means I can finally get some work done on my house instead of being told by everyone that they're booked up for the next two years.

Some friend had their house tented for termites last year. There was a six month wait. I called the same company a couple weeks ago. Thereʻs now a two month wait.

Speaking of termites, a friend of mine living in HPP told me today that his house is infested with ground termites. Yikes!
I didn't know they were to be found anywhere in Puna. This is very bad news for him and potentially others in area because they are more destructive than the ones we're familiar with.
Someone must have unwittingly brought them in from Hamakua.

Yes, that. We had tens of thousands streaming in where our screens met our frames. Still finding wings and worms. Iʻd never seen them before either. It was like an Alfred Hitchcock movie. Our nextdoor neighbor had none.

They’re attracted to light.
You can turn off the lights, or if you don’t want to sit in the dark place a light above (not in) a tub of water and watch them fall and drown. Add a drop or two of soap to the water to lower the surface tension. Makes it harder for them to float.
