Is the centerpiece threaded or does it have setscrews to hold the 1" pipes in place?

The ones I looked at had set screws that tighten against the pipes inserted into the hub. I was trying to think of a way to make it out of PVC but I suppose that's too flimsy.

Does anyone know where to get a liner at a descent price. I called water works and they want $879.00 just for the liner. We will be using it for a pool so I don't need food grade. Waterworks said they discontinued the pool grade. I checked on the web but the size of our catchment is 21.7 feet across. That 7inches makes in impossible to use a regualar pool liner. They come in 21 or 24 feet. 21 too small 24 too big.
