Hotz is talking about an old work saving method from Ruth Stout, who wrote several books on gardening, my favorite was "How to Have a Green Thumb without an Aching Back"
Easy way to grow potatoes, just lay them on top of the soil and cover with 8 inches of hay. You can make a box to contain the hay but you don't have to. Just lay it down all at once, the potato vines grow through it just fine, don't have to keep laying more. When the vines die back you rake off the straw and there they are sitting on top of the soil. I've done this for years and it works great. No digging.
