2001 Redistricting plan for Puna... by whom?

I just saw this plan that was put before the Legislature back in 2001.

How crazy is it that they were thinking of putting a small little part of Puna as District 7 in the House and District 4 in the Senate on the Island of Maui!

Can anyone tell me what benefit this would provide to Puna?

Who was essentially behind giving this little piece of Puna to Maui?

Or let me guess.... this is Shipman land?

I was just thinking about redistricting in general and wanted to look at some of the background of the voting districts here in Hawaii.

When this was introduced in 2001, I was on Oahu and I didn't even notice this before.

Thanks for asking the question... I was about to try and explain what it was... then I found this article which may explain it better and some of the reasoning behind this mis-thought thing.
