The civil defense personell at the ocean entry are the HVO scientist's eyes and ears at that location. The CD people report the local conditions daily and have a working relationship with the HVO.
All I'm saying is that this current event (like so many in recent times) is unprecedented. Dr. Jim Kauahikaua, the HMFIC at HVO merely told the CD person that he didn't know what was going to happen next. No big surprise here. The people at HVO know more about shield eruptions than anyone on the planet, but they will be the first to tell you that everyday brings new data. Their "papers" are far from finished.
The phrase "scratching their heads" is my feeble attempt at being a color commentator in this episode of "Pulsing incandescense".
I guess I felt that if I had represented the scientists as scratching anything other than their heads, I may have been censored.
edit: BTW- Still no activity this afternoon, but people were still lined up at 2:00 to get in.
