3L refers to 3 litres per 100km = 0.79 gallons per 62.13 miles = 78.65 MPG
But anyway, with gas being so cheap it wasn't worth paying the extra sticker price, maybe now it is.
Are safety standards really that much higher in the US than Europe? They invented bureaucracy!
an X amount of fuel has x amount of energy.
in the best internal combustion engines about 2/3rds of the energy is wasted as heat.
the 1/3rd we get to use is split between breaking inertia, wind drag,
friction, rolling friction and wasted as heat when you break.
so only a small part of that useable 1/3rd is put towards motivating you car.
I think we have to look at converting that wasted 2/3rds into motion and eliminate as much waste in that other 1/3rd.
As new technologies evolve we will get there or much closer.

Hawaii would be the right place to re-introduce "kei" cars. They had good gas mileage considering when they were built, came from one of the major Asian cultures, and had top speeds suitable for urban streets but not highways.
