Mayor Kenoi's private selection process?

I just sent the following email to Hunter Bishop seeking some clarification of the Mayor's process for selection of Puna CDP Action Committee members. I will post any reply I get here.

Aloha Hunter,

I got a report that someone has picked up an application for the PCDP Action Committee from the Mayor's office.

I called Larry Brown at the Planning Department to verify whether there is a new public solicitation of applicants for the A.C.

Larry told me that he was not aware of any and that when someone had called him regarding interest in serving on the A.C.
he forwarded them to the Mayor's office. Larry also indicated that Corporation Counsel has advised the Mayor that the
passage of the PCDP which required the Planning Department to develop a application and selection process for the A.C.
did not restrict the Mayor from running his own recruitment effort.

As the Mayor has indicated he is embarked on a selection process independent of the Planning Department I would
like you, as Information Officer Specialist, to provide answers to the following questions.

1. Has the Corporation Counsel advised the Mayor that he may embark on a Action Committee selection process of his own, independent of the Planning Department?

2. Has he done so?

3. What criteria for selection is the Mayor employing?

4. What criteria has the Mayor used to reject the Planning Department's recommendations?

5. How many new applicant's have come forward beyond the thirty six who applied to the Planning Department?

6. Has the Mayor made his solicitation of new A.C. applicants public or is it private? If it is private, why?

7. Is there any intended date at which the nominations for Action Committee (Puna) will be revealed?

8. Is the criteria for selection of Action Committee nominees public information? If not why?

I have received the following answers from Hunter Bishop to the questions I posed on June 30th. Rob

As follows:

1. Has the Corporation Counsel advised the Mayor that he may embark on a Action Committee selection process of his own, independent of the Planning Department?

H.B. I won’t comment on the advice given the mayor by Corporation Counsel.

2. Has he done so?

H.B. The Mayor is seeking additional candidates for the PCDP Action Committee.


3. What criteria for selection is the Mayor employing?

H.B. The Mayor is looking for broad-based community representation on the committee.


4. What criteria has the Mayor used to reject the Planning Department's recommendations?

H.B. I won’t comment on reasons the mayor hasn’t chosen candidates.

5. How many new applicant's have come forward beyond the thirty six who applied to the Planning Department?

H.B. I’m not certain. On July 8 the mayor sent four new names to the Council and another application is expected to be submitted this week. So at least four, maybe five.



6. Has the Mayor made his solicitation of new A.C. applicants public or is it private? If it is private, why?

H.B. Potential candidates are contacted privately and if interested, their applications become public.

7. Is there any intended date at which the nominations for Action Committee (Puna) will be revealed?

H.B. They are revealed as submitted, not on any specific date.

8. Is the criteria for selection of Action Committee nominees public information? If not why?

H.B. The selection criteria and other information regarding the process are posted online at

The link in Hunter's reply does go to HCRC's site, but comes up with a 404 error, no information on the subject. So I guess Billy's process is a secret!
