Is that a complete ban on cell phone use, or just hand-held use? Many states are enacting hands-free only these days.

Today, I already saw 2 people suddenly nail their brakes and try to get to the shoulder - where I then noticed them on the cell phone. I believe we will now be seeing another type of accident; that which is caused by people oblivious to those behind or next to them as they try to "be legal" as they have to answer that phone call...

What is it with having to answer a ringing phone anyway? IT's not like we are generally on a two hour commute. Most of us are 30 minutes or less to anywhere we want to go 90% of the time. Can't we just pick up messages??? Hubby drives me crazy. It's like all life stops because you have to answer that phone. I don't even answer my ranch/land line at all. If someone calls it and doesn't leave a message they are a solicitor, someone who doesn't really know me or just not that interested in getting a return call.

I know ... there is this thing called voicemail ...
My DIL lost control of their Forerunner when reaching for the phone, on Maku'u ... a wheel went off onto the shoulder and it was muddy. She missed a telephone pole by less than six inches and then it flipped end over end when it hit a hole and landed on the roof, totaled ... and the baby was in the car. For what? The baby's PT person was calling and it was nothing that couldn't be left as a message. She (DIL) was simply addicted to her cell phone. Not that I am without sin here. I get few calls and they generally are ones I want to pick up, but I will obey the new law and promise not to stomp on my brakes to pull over. Jeez.

Sounds like the restrictions used in most states and it's long over due if not in place anywhere.

I don't have a "hands free" device yet, and when I get one it's going to take some getting used to. In the meantime, I'm planning on pulling over use the phone. Please don't tailgate and watch for my turn signal. Realizing that some Hawaii cars don't seem to have turn signals, I ask again; Please don't tailgate.

A good way to stop this action would be for Federal legislation to call for the manufacturing of cell phones and cars that use Blue Tooth to automatically link and lock the driver out from use of the phones hand call and text operations.
I'm sure we'll eventually see something like this go into effect in the future. E ho'a'o no i pau kuhihewa.

Better keep your car running and in gear in case you have to gun it to avoid being run over by a person passing on the shoulder too. : )

I am looking forward to a good reason to not answer the phone. I haven't cared for cell phone too much despite being one of the first to have one years ago (remember the Motorola "Brick"). I find them to be more of an inconvenience than a lifestyle enhancement. I carry mine around a lot in in the "off" mode. When I want to call I can turn it on an check for messages. In the off mode it's there for me when I want it and is not there demand or command my attention.
Another good safe cell phone car technique is to travel with your teenagers. Let them answer the damn phone. They love to do that and they never seem to need the second ring. They would much rather answer a phone, anybody's phone, than do most anything else.
Assume the best and ask questions.
