I'm sure they were not all marijuana related, but there were many where the amounts seized were "expanded" to fit the law. That is, to take them to an illegal amount. And too many instances where people with medical marajuana licenses were arrested and the amounts actually seized were trumped up. Some of those cases when disputed were dropped where the evidence was easily available to dispute them. One of the problems with what may be going on is that it becomes a matter of they said/they said. The amounts and circumstances once put down on paper become somewhat official in the eyes of the courts. Enough people are disputing the documents now to suggest that we need a countywide investigation to see what is really going on.
As for the recent county law passed by the voters of the county, Jay Kimura, the county prosecutor, all but thumbed his nose at the county council when a committe hearing was held to see why he wasn't following the law. (That's a summation of a lot of verbiage that went on.)
