It sounds like you know more than one person who has been fined. Perhaps if you approach this from another angle - get all the details from them: what the inspector said they did wrong, how much they were fined, by whom, exact date, amount of fine and, I would say most importantly, get a copy of their paperwork. If they were just fined on the spot and handed over cash then it will be pretty hard to track the incident but if you can present copies of the documentation supporting these fines, you should be able to build a case.
