You can (should in this case) phone the tax office and the police and check a couple of things before you hand over the money.
1. Check that the vehicle is not stolen.
2. Verify that the license plates belong to that vehicle.
3. Verify that no back taxes are owed.
4. Verify that the safety sticker is valid.
All 3 of the above happen a lot more on this island than you would believe. License plates are routinely stolen and moved to other vehicles. Safety stickers are routinely stolen as well.
Can you contact the owner whose name the vehicle is still registered to?
