The Census data is used to determine how much money Hawaii gets from the US Governement for programs and services, plain and simple. You can't use total US money received because Hawaii has a large and very expensive military presence that cost big dollars. By your assumption, you might as well include Guam, Okinawa, Iraq, and every other place we spend money on for any expense. I bet Hawaii won't even be in the top 10%.
I guess I'm starting to understand why government and politicans could care less about Puna or what the people of the area want or needs.
