I was in court recently; kind of the same incident I had with Pam Jones who has been posting recently.
Anyway, there was a gentleman there (defendant) who was before the court on charges because his dog allegedly got into his neighbor's yard and killed her sheep. That could be the answer for you.
It's a difficult position you are in without a fence; I feel for you. We just this year fenced in our acres for that very reason. A mobile gate could possibly be made strong enough, but it's highly unlikely. If you can get enough materials to fence in a reasonable area; we'd be willing to help with labor. Good luck.
