My focus is on what the County government has statutory responsibility for and statutory authority to do.
Resolutions are not legally binding. A resolution by the County Council has zero legally binding "restrictions".

Any Council member who wants the Council to waste its time, staff, and monetary resources on issues where the County has zero statutory responsibility and authority is in fact "dodging" issues on which something can be done. That is the point I originally made: hoopla over something the Council has zero tangible impact on serves to distract public attention from failure to address issues over which the Council does have, sometimes sole, responsibility and authority for.
