Resolutions are non binding, meaning they can be taken under advisement by the recipients of the resolution, or it can be tossed in the trash can after being used to pick up after the dog, which is common. Nothing the County Council passes that is not specifically within their jurisdiction and under their authority is just an expression and means nothing. Unless it is a County Resolution pertaining to the County administration, all these other Resolution cost taxpayers money and distract from the business of the county.

Don't get caught up in what's written in a resolution. Get caught up on what that resolution will accomplish. 90% of the time is means nothing and accomplishes nothing. Talk about a waste of time and money.
