Is Green Harvest a County or State initiative?

The DEA, etc. does not have to abide by the Peaceful Skies resolution, only the County of Hawaii. The state can ignore it if they desire.
The lowest law enforcement priority/adult personal use may be the County of Hawaii's law, but those other groups do not have to abide by it. Personally, I do believe the County police are abiding by the lowest law enforcement policy - because you can go to any beach or park and see people openly smoking weed with no worries about the police. Then, those people get in their car and DRIVE HOME.

Too bad our young children and tourists have to see this happening right in front of them, huh?
