I think it is great that HPP is getting organized on the topic of PMAR. I would like to point out that if we ever get this alternate route that Puna will get precisely one shot at it and the right of way (ROW) needs to be sufficient to serve the district for the next few generations.
Whether it is two lanes initially is of minor import. The day will come when Puna is fully built out and HPP will not want to have to go through another round of acquiring additional right of way. So I would like to see a plan that lends itself to the needs of the future not just the perceived needs of today. It may take another decade or more to get PMAR built at all.
Plan ahead. Do it once. Do it right.
