Well Rob, you have a lot more faith in government than I have.
The State law wouldn't place any such restriction of the use of FTR. So it will be up to the County. Odds are the requirements won't be in the County Charter but in the County Code. The County Code is subject to the whims of the Council[:p] and Mayor[:o)].
I don’t need to remind you of this, but you may want to adopt the slogan: "Remember the 2% Land Fund"[
