HPP leash law ?

The following part of the county code could be used in the MLCD and Vacationland to control dogs.
The roads in Vacationland are private and I don't believe VHCA which controls the private roads has granted permission to dog owners to allow their dogs to defile the streets.
The same would apply to HPP.

Section 4-19. Defecation and nuisance prohibited.
(a) No person who owns, harbors, keeps or has charge or control of any dog or other small domesticated animal shall cause, suffer, or allow such animal to soil, defile, defecate on, or commit any nuisance on any part of any street, including any sidewalk, passageway or bypath, or on any play area, park, or place where people congregate or walk, or on any public property, or on any private property, without the permission of the owner of the property.

Note also that it reads that an owner is not allowed to let their animal "commit any nuisance on any part of any street".If a dog is running off leash and chasing people or dogs that are on leash ,it is creating a nuisance.
