As I understand the P-Fresh (that's what Target calls the grocery area of the store) strategy it is not to compete directly with the grocery stores as a replacement for your weekly food shopping, but rather to gather additional sales from customers that are at the store for other items (for example, you come in to grab kitchen appliance and realize you need fresh produce to go with dinner that night). This is in response to the mainland lifestyle of over-cramming your schedule so you don't have time to do things in an efficient manner.
As an employee (and I was a vendor to Target on the mainland) Target is one of the better of the big-box corporations as far as taking care of it's employees (it was stressed by management at least on the night crew about making sure that employees got enough hours to be eligible for insurance) and the community.
My personal take is to avoid shopping as much as possible but I do grab the good deals at target (and get other deals at other merchants in town).
