In the coastal cleanups I have run, cigarette butts are the #1 item (as it is worldwide) BUT most of the county & state cleanups here have cans/bottles & caps as the next highest count (bottles are #2 on the east side cleanups 7 years running)
My point? IF the bottle returns were working, I would not expect the number of bottles we recover....most of the weight is made up of recyclable, HI5 bottles....so I am not sure a tax on fish line would be any better....
What do I think needs to be done? attitude shift....& it CAN be done here...when I first was involved here, there were few 'smart' phones, few here texted on their phones & most used a clock or a watch to tell time & a camera to take a picture....we need that type of paradigm shift to change the way all of us treat the garbage & waste & litter issues... (oh & we never had a cell phone in the eastside cleanups until 3 years ago... now we have them in our counts routinely...just one or two ... but still at each cleanup...)
