I can't tell which one you mean ...
There are four subdivisions
HSRE -- Hawaiian Shores Recreational Estates
Hawaiian Beaches
Hawaiian Shores
Hawaiian Parks (don't hear much about that one)

HBRA seems like a mix up of more than one? Does the one you're considering have CC&R's? HSRE does.

Can't answer as to the crime, don't live there ... know a few real nice people who live there and don't complain.

www.city-data.com seems to be a site where crime stats are to be found. You can't really go by stats though.

Talking to the neighbors on the block would be a good thing, see if the impression you have holds up when you ask them?
