I brought Sweetpea my Meyer's over last year and like you I got conflicting info from everyone I called. It took us months to get it all straight.
It is a long winded chore to bring your babies over, I have all the paperwork here if you want to go over it there are some things they do forget to tell you and can be overlooked you have River's phone number give me a call.
For the vet 7 day quarantine it is not 7 days it is the hours that make up the 7 days if you know what I mean. They all need to be in a mosquito proof encloser for that time. When quarantine is up place them all in the mosquito proof carriers and you need to get them in Hawaii within 36 hours.
Now regarding the travel cages. You will need the Airline approved cages like the Hard plastic cat carrier. We drilled holes to apply a large perch and screw on water and food vessels. Then we placed Stainless steel screen over all openings with duck tape even the door. Write Live Animal, name of pet, name of owner, address where pet is going, and phone number. You will need to attach your bird Import Permit and Permit applications for restricted commodities to the cage in a plastic sleeve. Make copies!!!!!!!! (Not need to wrap entire carrier) Just the where mosqitos can enter!!!
Okay for your cert of health and all other paper work that you will be doing the day of departure. You will need three copies of everything for every bird. So make copies and have the vet sign each and everyone that needs to be signed in Blue ink so now they are all orignials. You will need this not only for the the Ag dept but for the airlines for every leg of your trip. Make a copy for you for the future as well.

PS: Make sure all birds are chiped and the chips working. I have a lot more information if you need just call! Sweetpea got here with flying colors!!!! Careful of TSA they will try to open the cages call for a TSA Manager!!!!! Those cages cannot be opened!!!!
