Unless a Stipulation is attached to the approval, once zoning is changed, it is changed. They can change their mind and do whatever is allowed under zoning. It is this very reason that the County needs to make the decision based on the appropriateness of the zoning changes and not on who or what the applicant claims they will do. Just like their neighbor can close their shop tomorrow and open a Skid Row Bar and you can’t stop it because they already have the right to the 48 items they want to deny their competitor. So although examining the applicant seems like a good idea, I would be more afraid of the current owners because there is nothing preventing them from doing whatever they like since you cannot stop them. At least the current applicant has to still get permission and approval.

That is why this whole warning of “look at the 48 things they can do” is a slap in the face of the people (I take it as an insult toy the people’s intelligence) because the person sounding those warning signals already can do them if they like.
