I don't think it's a real option because we checked into this and read all regulations.I am not going to post the source but someone in the system assured us that you really need to have a serious psychological disorder to qualify.There's a lot of "docs" out there who can promise whatever on the internet.
We ended leaving our dog on the mainland with a family member.Heartbreaking,but she wouldn't survive the trip.
