Teenagers

I'm not a teenager anymore (35). When i was though i would hang out at friends houses, or i had a job, or i played sports. If she's old enough, i would try and get a job, at least part time. What is she interested in? There's lots of community groups doing lots of different stuff. Pick something and try it out. Surfing/bodyboarding is a great activity and a lifelong pursuit.

Bottom line, if she chooses something she is interested in and she is happy, other similar people will be there and she will make friends.
