Seems like there is a pretty low level of trust with the HPP Board. Judging by the level of community participation at last meeting I would have to say the proposed special assessment is pretty much dead.
I think what is needed now is a written plan about how the board intends to proceed. Specify priorities, anticipated timelines, and intentions about which roads will be paved and in what order and which roads will never be paved.
Personally, I don't mind living on an unpaved road that is well maintained, but I think there is a lot of uncertainty about what the road maintenance practices are. At last general meeting various people had different blame for different sub base, particle sizes, and even source of the rock. I think a written plan with some sort of method for comments and discussion might help clarify the intentions of the board and maintenance crew.
