Definitely worth the extra $20 and as a bonus, you can use it to get other IDs without giving up your passport. For example I needed a duplicate SS card and instead of sending my passport potentially into a black hole I mailed my passport card instead. Yes I got it back but I don't like not having my passport- what if I want to leave the country suddenly but my passport is temporarily gone...
