If the mother of this child let this child go in his car knowing his history, and proclivity to substance abuse, IMHO the mother should also be sited for child endangerment. Obviously the court is not stopping him, but they can attempt to stop people letting their child in a car, just like you would not put your child in a car with a known pedophile.
Some one has to say no. This child's mother or caretaker would have been a good place to start.
Who was the judge that let him out? I believe some letters to the judge and copy to the prosecutor would be a good idea.
